Finding the Wabbajack requirescompletion of Sheogorath’s personal quest, aptly named “Sheogorath.”
The actual steps to obtain it, though, are the same either way.
Approach the Shrine and look for the NPC named Ferul Ravel.
He’ll explain that Sheogorath only deals with mortals when they provide him with an offering.
You’re most likely to find Soul Gems at Mages Guild branches, or in magic shops.
Therefore,your goal here is to make an obscure prophecy, called the K’sharra, come true.
You’ll be responsible for the first two steps of the prophecy, but Sheogorath will finish the job.
Most NPCs there will point you towardsRi’Bassa, the local shaman.
Take the Olroy Cheese and place it in the cooking potjust outside and to the left.
Ri’Bassa will come running after them, sprinkling handfuls of rat poison on the ground.
Watch this happen and talk to Ri’Bassa to confirm he’s witnessed the first part of the prophecy.
When you get the quest pop-up instructing you to return to Sheogorath’s Shrine, do exactly that.
